This implementation plan is formulated for the orderly and efficient development of the national water safety innovation project.

1. Project goals

Build an innovative service environment for innovation and entrepreneurship and the transformation of scientific and technological achievements in line with the water safety strategy, coordinate the top-level design and deployment of scientific and technological development in water conservation, water supply, water pollution prevention and water ecological restoration, develop, demonstrate, and promote a number of advanced technologies, and cultivate a number of Innovative enterprises and industrial science and technology innovation centers, forming a group of demand-oriented technical solutions, business models, innovative formats and innovative brands, promoting the deep integration of science and technology with the economy, management, finance, employment, etc., and giving better use of science and technology to water Support and lead role in security.

2. Main measures

(1) Accelerate scientific and technological innovation in water pollution control and treatment

Combined with the relevant goals and scientific and technological needs of the "Water Pollution Prevention and Control Action Plan", the National Science and Technology Major Project of "Water Pollution Control and Treatment" will be implemented in depth. Select key river basins and central areas, and further promote water environment monitoring and early warning technology, river basin water environment treatment technology, lake and wetland protection technology, water ecological protection and restoration technology, drinking water safety assurance technology, agricultural non-point source pollution prevention and control technology, and urban sewage treatment technology To tackle key problems in scientific research and water environment treatment technology, strengthen integration and comprehensive demonstration, optimize technical solutions for comprehensive water environment treatment, cultivate and develop environmental protection industries, and support the continuous improvement of my country's water environment quality. Further strengthen the research and development and demonstration of technologies such as groundwater pollution remediation, estuary and bay water environment management, coastal water environment management, and toxic and harmful pollutant control, and promote the industrialization of related technology products.

(2) Accelerate the scientific and technological innovation of water resources development and utilization

In accordance with the water control strategy of "prioritizing water conservation, spatial balance, systematic governance, and making efforts from both hands", we will promptly implement the "efficient development and utilization of water resources" key scientific and technological projects, and develop and demonstrate a number of comprehensive water conservation, comprehensive utilization of water resources, water conservancy project construction, Advanced technologies in comprehensive water resources dispatching, development and utilization of unconventional water resources, etc., strengthen the integrated application in important regions such as Beijing-Tianjin-Hebei and the Yangtze River Economic Belt, support the construction of sponge cities, improve water resources supply capacity and utilization efficiency, and contribute to regional water resources security. Supply and provide system technical solutions. Support the development of new technologies for advanced wastewater treatment and wastewater recycling and energy utilization, and promote the demonstration and application of new-generation water treatment technologies.

(3) Promote the transformation of seawater desalination scientific and technological achievements

In response to the water needs of coastal areas, islands, large-scale offshore mobile platforms, etc., play the role of the market in resource allocation, innovate the business model of the seawater desalination industry, promote the integrated innovation of seawater desalination technology, engineering, services, capital, and policies, and demonstrate and promote a number of Membrane seawater desalination, thermal seawater desalination, wind power desalination, nuclear power desalination, cascade utilization of concentrated seawater, desalination of high-salt wastewater and other advanced technologies. For mature and applicable scientific and technological achievements, priority should be given to the "Compilation of Seawater Desalination Advanced Technology", and the formulation, revision and implementation of seawater desalination technical standards will be strengthened to support the development of the seawater desalination industry. Combined with the construction and renovation of rural drinking water safety projects, vigorously promote technologies such as membrane treatment in brackish water areas such as the northwest and eastern coastal areas.

(4) Building a National Water Safety Industry Science and Technology Innovation Center

Optimize the layout of industrial technology innovation strategic alliances in the field of water safety, and give full play to industries such as seawater desalination technology, water environment monitoring equipment, water-saving and water-consumption treatment equipment, reclaimed water utilization and risk control, membrane bioreactor (MBR), energy conservation and emission reduction standardization, etc. The role of technological innovation strategic alliance, the role of the state key laboratory in the field of water safety and the national engineering technology research center, and the promotion of joint research by industry, academia and research. Strengthen the main position and leading role of enterprises in innovation, establish a number of national water safety industry science and technology innovation centers with innovation advantages, industrial advantages, service advantages, and brand advantages, optimize the allocation of innovation elements such as technology, talents, capital, and management, and promote scientific research, Deep integration of science and technology industry, science and technology services, science and technology finance, etc., strengthen basic research, strengthen original innovation, integrated innovation, introduction, digestion, absorption and re-innovation, give play to the leading role of scientific and technological innovation, and promote the innovation and development of the water safety industry.

(5) Implement water safety innovation brand line

Establish and improve water safety technology evaluation methods and standard systems, regularly carry out water safety technology evaluation and screening, and compile the "Guiding Catalogue of Advanced Applicable Technologies for Water Saving, Wastewater Control and Ecological Restoration", etc., to promote the transformation and application of advanced and applicable technologies. Implement water safety innovation brand activities, and launch a number of regions, scientific research teams, technology-based enterprises, and innovative products that have made outstanding contributions to water safety innovation and development. The first batch of 10 national water-saving society construction and water-saving city innovation pilots, 30 water safety innovation enterprises, 30 water safety innovation teams, and 100 water safety innovation products were selected. In the national science and technology plans (special projects, funds, etc.) related to water safety, support the development of typical demonstrations of innovative water safety brands, and encourage the development of national water-saving social construction demonstration zones, national water-saving cities, and sponge city construction pilots to develop innovative water safety brands. promotion. Support the entry of innovative water safety products into the "Guidance Catalog for the Promotion and Application of the First (Set) of Major Technical Equipment".

(6) Improve water safety technology innovation and service capabilities
